Plumbing Questions in West Linn: First Steps, Pressure, Licenses and Permits
These are the questions that cross every service: what to do in the first minutes, who to call for gas, how to check pressure and how to check a license.
If your question is about one service, the service page answers it. If it is not here, call West Linn OR Expert Plumbers and ask.

What to do in the first minutes
Most plumbing damage comes from the first hour. These three answers cover a burst pipe, a backup, a shutoff and a gas smell.
What should I do right away if a pipe bursts or a drain backs up?
For a burst pipe, shut off the main water valve first, then open the lowest faucet to drain what is left in the lines. If water is near outlets, a panel or the water heater, stay out of the room and switch off power only from a dry spot. For a backup, stop using water everywhere in the house, keep people and pets away from any sewage, and do not pour chemical cleaner down the drain. Then call. After the January 2024 storm, a plumber quoted by Portland TV said most of his jobs were frozen outdoor hose faucets, and that knowing where the shutoffs are would have prevented them.
Where is my main water shutoff, and when should I use it?
The main valve usually sits where the water line enters the house, such as a basement or crawlspace wall, a garage or a utility room. A second valve sits at the meter box near the street, and that one belongs to the utility. Use the house valve for any leak you cannot stop, and test that it turns on a dry day so you are not finding out during a flood. The step-by-step version is on the homepage, and the burst pipe page covers what to do next.
Gas smell or water leak: who do I call?
For a gas smell, leave right away, even if the smell seems mild. The City of West Linn's emergency page says to leave the area immediately and call 9-1-1, avoid phones, light switches and anything that could spark inside the building, and call NW Natural from outside at 800-882-3377. A plumber is not the first call for gas. For a water leak, shut off the main valve and call a plumber. For a sewer spill in the street, call the utility that bills you for sewer.
Call now for a burst pipe, a sewage backup or a failed water heater. For a gas smell, leave the building first and call 9-1-1 from outside.
Water pressure and water quality
Pressure shows up as banging pipes, short-lived fixtures and leaks at joints. Quality shows up in a lab report, not in a hunch.

What water pressure is normal here, and what is a pressure reducing valve?
Static pressure is the reading with no water running. A gauge screwed onto an outdoor hose bib gives it in a minute. Many plumbers regard anything above about 80 psi as too high, because it wears out valves, fixtures and water heaters and can make joints leak. An older City water quality report described typical pressure as 40 to 80 psi and noted that a pressure reducing valve can lower it. A pressure reducing valve at the house is the usual fix for a high reading, and a plumber can also check whether an existing one has failed.
Is there lead in West Linn water, and what can I do?
The City's 2024 water quality report says lead was not detected at the 90th percentile in tap samples, with no sites above the action level of 15 parts per billion. The report adds that lead can come from home plumbing, so water that has sat in your pipes may differ from what the City tested. It recommends flushing the tap for several minutes after the water has been standing, and says the City can arrange a lead test at (503) 656-6081, the number printed in that report. A filter certified for lead removal is the option for a house that has lead plumbing.

How do I check that a plumber is licensed in Oregon?
Oregon's Construction Contractors Board runs a license search on its website, with a banner reminding homeowners that anyone can pretend to be a contractor. The state Building Codes Division also has a license holder search for business and individual licenses, including plumbing. Look up the company by name in both, and ask the plumber for the license numbers rather than relying on a logo or a truck. This site makes no claim about any plumber's license; the lookup is how you verify one.
Who is responsible for the sewer line between my house and the street?
It depends on the town, and the town pages explain each one. In West Linn, the City's code puts the lateral on the property owner, and the City's Public Works page says its Sewer Branch operates the City's sewage collection system. The sewer line repair page explains how a camera shows which side a problem is on.
Do I need a permit to replace a water heater in West Linn?
The City's building guide lists replacing a water heater among the work that needs a permit, and Clackamas County's jurisdiction page says West Linn issues most plumbing permits. Oregon's plumbing code also requires water heaters to be strapped. Confirm current details with the City Building Division, and see the water heater replacement page for the questions to ask.

Heavy rain, drain cleaning schedules and water heater lifespan
Three more questions come up after the first emergency is over: whether winter rain can back up a sewer, how often a drain needs a professional, and how long a water heater should last.
Can heavy winter rain cause a sewer backup, and does a backwater valve help?
Wet Oregon winters put more water into the ground and the sewer system, and an older line with cracks or open joints can let that water intrusion add to the load. A backup after heavy rainfall is a reason to have a camera look at the lateral, because roots and gaps are common causes. A backwater valve is a device that stops sewage flowing backward into a building. Oregon's plumbing code requires one on fixtures installed on a floor lower than the next upstream manhole cover, so whether you need one depends on that height difference. A valve also has to stay reachable for cleaning, so ask a plumber where it would go. Stop using drains during a backup, and see the sewer line repair page for what a camera shows.
How often should drains be professionally cleaned?
No single schedule fits every house, and a drain that runs normally does not need routine cleaning. Call when the same drain slows down twice, when several fixtures gurgle or back up together, or when a cleaning did not last, because that points to something a camera should look at. Kitchen lines that carry grease and sewer laterals with tree roots are the most likely to clog again, so ask the plumber what is causing it and when to recheck. The drain cleaning page lists what each method clears.
How long do tank and tankless water heaters last?
The U.S. Department of Energy gives 10 to 15 years for a storage tank water heater and about 20 years for a tankless one. Those are typical figures, not a promise for your unit. Check the label on the heater for its age before weighing a repair quote against a replacement. The water heater repair and tankless pages explain what to weigh.
